Amidst protests, Goiás approves agribusiness tax –

The plenary of legislative Assembly of Goiás (Alego) approved, on Wednesday 23rd, the project that institutes a rate of up to 1.65% to be paid by the Goiás agribusiness sector to create the State Infrastructure Fund (Fundeinfra). The matter received the endorsement of the majority of the deputies, in a second and final vote, and is able to proceed to the sanction of Governor Ronaldo Caiado (União Brasil).

The proposal provides for the taxation of agricultural, livestock and mineral production in the State. The collection will be managed by Fundeinfra. The government’s expectation is to collect R$ 1 billion per year. The resource will be used exclusively for the maintenance of infrastructure, such as highways, bridges and airfields.

According to the justification presented by the State, the contribution is restricted to producers who have tax benefits or special tax regimes. The agro tax, which already exists in Mato Grosso and Mato Grosso do Sul, will not be applied to producers of basic basket items, milk and family farmers, who sell directly to the final consumer.

The amount of the tax would offset the loss of the Tax on the Circulation of Goods and Services (ICMS) on fuels and energy determined by the federal government.

On Tuesday the 22nd, the plenary of the Goiás assembly was invaded by rural producers dissatisfied with the approval of a new tax. The session had to be interrupted.
